Every day our Human Resources Specialists provide a variety of management services essential to the direction and operation of U.S. Citizenship and Immigration Services (USCIS). They serve as USCIS advocate, facilitator and advisor on HR issues with the Department of Homeland Security, the Office of Personnel Management, and with working groups in other Federal agencies; handle complex issues surrounding advice and assistance to employees and managers in one or more of the following areas: Employee Benefits, HR Policy, Compensation, Classification, Retirement, Executive Services, and Recruitment and Placement; provide technical interpretation and guidance to other USCIS Human Resources Specialists and Assistants.
This position of HUMAN RESOURCES SPECIALIST (QUALITY ASSURANCE AND ANALYSIS) starts at a salary of $81,823.00 (GS-13 step 1), with promotion potential to $106,369.00 (GS-13 step 10). This position is not in the bargaining unit.
This position is not considered "essential" for purposes of reporting to work when the facility might otherwise be closed.
Relocation expenses are authorized if you are assigned to the RAIO program and have been approved for rotation from an overseas assignment. Relocation expenses for employees assigned to an OCONUS location will be considered on a case-by-case basis.

DUTIES:
As a Human Resources Specialist (Quality Assurance & Analysis), your duties will include:
Plan and implement quality management studies, analyses, and a Quality Assurance Program for local office work related to USCIS process related problems, initiatives and issues.
Ensure compliance with quality assurance plans, identify inadequacies and areas for improvement, and develop corrective action.
Utilize data collection techniques and procedures for evaluation, inspection, and audit programs to ensure work processes, products, or services satisfy expectations and quality standards.
Apply an integrated approach to researching, analyzing and assessing the full range of diverse HR program issues, determine the degree to achieve the fundamental program goals and objectives and recommend enhancements or improvements.
Consult/participate with the Branch Chief and management personnel in analyzing the broad implications of higher levels of authority, laws, regulations, policies, as well as technological and administrative advancement trends.
Apply a comprehensive knowledge of human resources to advise on the full range of life cycle functions and assist management in accomplishing their human resources management responsibilities.
Formulate proposals and take action for the effective and efficient execution of local processes, quality management programs, including proposals and actions for modification, curtailment, elimination or expansion of procedures and activities.
Plan and develop presentations and information activities which reflect the critical tasks performed by local staff and which address deficiencies noted during quality assurance reviews.
Prepare reports regarding QA and HR activities and accomplishments for submission to appropriate offices.
QUALIFICATIONS REQUIRED:
GS-13: You qualify at the GS-13 level if you possess one (1) year of specialized experience, equivalent to at least to the GS-12 level in the Federal government, with the skills needed to successfully perform the duties of the position. These duties include:
* Providing guidance on a wide range of human resources management concepts, laws, policies and practices.
* Identifying, evaluating and making recommendations on human resource procedures.
* Resolving complex issues that typically require analysis.
* Analyzing quality data to detect trends or weaknesses in the quality/inspection system.
* Experience in applying statistical analysis, sampling methods, and techniques to determine compliance with the established standards.
EDUCATIONAL SUBSTITUTION: There is no educational substitution at this grade level.
The qualifications for this position must be met by 11:59pm (Eastern Time) on the closing date of this announcement (Wednesday, February 22, 2012).
Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service. The Time-in-Grade requirement must be met by 11:59pm (Eastern Time) on the closing date of this announcement (Wednesday, February 22, 2012).
