Organizational Location: This position is with the Department of Homeland Security, U.S. Customs and Border Protection, Office of Information and Technology, located in Atlanta, GA; Williston, VT; and the Washington DC metro area.

Major Duties:
* Evaluate effectiveness of programs and operations and the productivity and efficiency of management.
* Implement, coordinate, and oversee a variety of management programs impacting agency activities.
* Plan and conduct in-depth special studies; develop and evaluate policies.
* Develop and coordinate planning activities; develop, implement, and monitor sophisticated management information systems; prepare and deliver briefings and presentations.
Qualifications:
You qualify at the GS-11 level if you possess one of the following:
A. One year of specialized experience demonstrating skill in conducting studies of work processes to identify, analyze, and recommend solutions to problems in organizational structure, staffing, administrative procedures, work processes, or workload distribution; and using qualitative and quantitative analytical techniques such as literature searches, work measurement, task analysis and job restructuring, productivity charting, staff to workload ratios, organization design, space planning, questionnaires, flowcharting, graphing, and statistics to assess factual or procedural issues related to management processes, systems and mission support programs; OR
B. A Ph.D. or equivalent degree or three years of graduate level education leading to such a degree from an accredited or pre-accredited college or university (such education must demonstrate the skills needed to do the work); OR

You qualify at the GS-12 level if you possess one year of specialized experience demonstrating skill in conducting studies, analyzing findings, and making recommendations on operating programs; conducting detailed analyses of functions and work processes such as production standards, workloads, and appropriate staffing levels; developing guidance on management evaluation techniques; and developing manuals and directives covering the administrative aspects of perations.
You qualify at the GS-13 level if you possess one year of specialized experience demonstrating skill in conducting studies, analyzing findings, and making recommendations on operating programs that required applying a knowledge of qualitative and quantitative analytical techniques along with a knowledge of the mission, organization, and work processes of the programs and the relationships of administrative support activities; conducting analyses of functions and work processes including the examination of production standards, workloads, nonproductive time, and deviations from standards to determine validated staffing requirements for the function studied; performing analytical studies and projects related to management improvement, productivity improvement, management controls, and long-range planning including developing guidance on techniques for management and methods improvement, analyzing and advising on proposed reorganizations or realignment of functions, and developing manuals and directives covering the administrative aspects of field operations.
Time-in-Grade: Current Federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the Federal service.

3. Has been a dependent of a United States federal or military employee serving overseas.

How You Will Be Evaluated:
Human Resources will review your resume and supporting documentation to ensure you meet the minimum qualification requirements. If you meet the minimum qualifications, your knowledge, skills and abilities (KSAs) will be rated between 70 and 100 based on your responses to the online assessment. If you are eligible for placement under the Agency Career Transition Assistance Program (CTAP) or the Interagency Career Transition Assistance Program (ICTAP) eligibility, you must earn a score of 85 above to be considered well qualified.

Background Investigation: To ensure the accomplishment of our mission, CBP requires every employee to be reliable and trustworthy. Travel: May be required up to 10% per year.
Promotion Potential: There is no obligation to provide future promotions to you if you are selected. Future promotions will be dependent on your ability to perform the duties at a higher level, the continuing need for an employee assigned to the higher level, and supervisory approval.
