Job Summary:
The Natural Resources Conservation Service (NRCS) provides leadership in a partnership effort to help people conserve, maintain, and improve our natural resouirces and environment. http://www.nrcs.usda.gov.

With our help, people are better able to conserve, maintain, and improve our natural resources. As a result of our technical and financial assistance, land managers and communities take a comprehensive approach to the use and protection of natural resources in rural, suburban, urban and developing areas.

We are recognized for our talent, dedication and ingenuity in assisting landowners/users to reduce erosion, protect wildlife, promote good land use, and take other measures to preserve the Nation s natural resources for future generations.
This position is on the Vermont State Conservationist's staff in Colchester and serves as a member of the state's managment team responsible for directing and coordinating NRCS administrative support services. The position is under the supervision of the State Conservationist, who provides overall objectives and guidance in general terms. The incumbent directs and supervises the Management Staff in the use of financial, material and human resources, contracting, procurement, purchasing, realty, fleet management and other resources areas (e.g. information technology support).

NOTE: THIS POSITION REQUIRES THE APPLICANT TO HAVE A CONTRACTING WARRANT FOR LEVEL 1C ($100,000) WITH PREFERENCE FOR HIGHER.

Major Duties:
This is a Career Progression Position and at the Full Performance Level the Incumbent will:
* Serve as a member of the State Leadership Team
* Direct and supervises the Management staff in the use of financial and human resources, contracting, procurement, purchasing, realty, fleet management, etc.
* Provide technically sound advice and recommendations
* Distribute resources to ensure proper balance of multiple programs
Qualifications:
To qualify for this position the applicant must meet the minimum Specialized Experience as defined below for the appropriate grade level.
SPECIALIZED EXPERIENCE
Applicant must have at least one year of Specialized Experience that is equivalent to at least the GS-12 grade level in an administrative field in the federal government. This experience includes but is not limited to managing Human Resources staff ; managing Financial Management staff; managing Management Services staff; managing budgets; negotiating contracts; presenting financial and project reports to high level constituents; assisting in the management of capital construction projects; and managing teams to complete administrative projects.
